An Area Structure Plan (ASP) is a statutory planning document used in Alberta municipalities to guide the development of a specific area of land. It sits in a hierarchy of planning documents, sitting below the Municipal Development Plan (which sets the overall vision for the whole town) and above more detailed subdivision and development plans.

The core purpose of an ASP is to establish a framework for how a defined piece of land will be developed before that development actually begins. It typically addresses several key things:

Land Use — what types of development are permitted where (residential, commercial, parks, etc.) and at what densities.

Transportation — how roads, pathways, and access points will be laid out to connect the new area to the rest of the town.

Servicing — how the area will be connected to municipal infrastructure like water, sanitary sewer, and stormwater systems.

Open Space and Municipal Reserve — where parks, school sites, and other public amenities will be located.

Phasing — the order in which development will proceed, which helps the municipality plan for infrastructure investment and growth absorption.

In Alberta, ASPs are created under the Municipal Government Act and must be formally adopted by a municipality through bylaw.
