
At their September 21, 2026, Regular Meeting, Council passed resolutions on the following agenda items:
4819 – 50 Street Development Permit
Council approved the development permit with the modified conditions presented by the applicant (three blocks height maximum and the finish being added in 2027) and directed the mayor to sign the permit on behalf of Council as the Development Authority.
Public Code of Conduct Policy
Council adopted the Public Code of Conduct Policy #2026-125 as presented.
The purpose of this policy is to ensure safe, respectful, and productive interactions between members of the public and Town representatives, while supporting access to municipal services, democratic participation, and a healthy, harassment‑free workplace.
Community Standards Bylaw
Council approved the amended Community Standards Bylaw #2026-09 after giving it second and third readings. Changes to the bylaw include:
- A more detailed definition for daytime and night-time hours.
- An all-encompassing definition for the Peace Officer role to allow for a broader range of enforcement options.
- An update of the Nuisances Escaping Property section, specifically Water (sec. 20) to address the issue of property owners allowing water to escape their properties and infiltrating a neighbouring property, putting dwellings at risk of damage, and to minimize the potential of water being pumped directly onto/into municipal infrastructure, causing premature erosion or damage.
Grants to Organizations Program Discussion
Council received the Grants to Organizations Report as information.
Over the last three grant cycles, approximately 10 local non-profit organizations, two local businesses, both Calmar schools, one church and one non-local non-profit organization applied for funding, reflecting a broad range of interest and community participation in the program.
4707 – 49 Avenue Development Permits
Council directed the mayor to approve development permits #2026-044D and #2026-045D with the conditions provided.
Community in Bloom – Public Mural
Council approved the request from the Communities in Bloom Committee for commissioning a mural on the east-facing exterior wall of the Water Fill Station, located in Woodland Park.
This will allow the artist, Andrew McDonald, to begin work under administrative oversight regarding site safety and site preparation. The final visual design – a prairie scene – was presented to Council at the September 15, 2026, Committee of the Whole meeting.
