This summer’s capital project for the replacement of sidewalks, curb and gutter and street overlay in the area of 52 Street and 52 Avene has been an ongoing struggle due to the unsettled weather.

The project was slated for a June 6, 2026, startup date; however, it was delayed until July 6 because of the inclement weather. Once the project began, removal of excavated materials became very difficult due to heavy rainfall and constantly running residential sump pumps soaking the construction area.

Road crews are working hard to keep the project moving forward and they are doing a great job, given the circumstances.

The Town has been in discussions with the project engineers and contractors, looking at potential ways to speed the project up and still ensure a quality product at the end of the day. As a result, we have changed the intention for the street portion of the project.

The initial plan was to do the necessary repairs to the original pavement structure, including crack filling, pothole repair, digging out and repairing any soft spots and whatever other unknown issues we encounter, then do an overlay of asphalt to the entire roadway. This upgrade would have potentially taken five to six weeks if the weather was favourable, and would have given us a seven to 10-year product lifecycle, before the roadway infrastructure showed signs of fatigue.

We are now moving forward with a different plan, which includes pulverizing the entire road surface and mixing the millings with dry concrete to create a solid base and then put the new asphalt on top. This process will cut down the overall construction project time by approximately one to two weeks – weather permitting – and provide a minimum 25-year infrastructure lifecycle.

At their regular meeting on August 10, Council approved the additional funding required for this process to realize time saving and the added benefit of a street with a much longer life span.
