At their September 8, 2026, Regular Meeting, Council passed resolutions on the following agenda items:
MCSNet Communications Tower – Letter of Support
Council directed Administration to prepare a letter in support, undersigned by Mayor Gardner, for the proposed high-speed internet service communication tower development at the Calmar Legion site. The letter will reiterate the importance of ensuring public safety by controlling access to the tower.
It is important to note that communication and internet towers are legislated by the Government of Canada, not municipal governments.
2026 Alberta Tourism Economic Budget Forum Dinner & GRIT Awards
Council directed Administration to secure one ticket for Councillor Danielle Bourdin to attend the 2026 Economic Budget Forum Dinner and GRIT Awards on November 16, 2026, at the Edmonton Convention Centre.
The event brings together provincial, municipal and industry leaders to explore emerging opportunities, economic trends and destination development priorities, and enable them to work together to strengthen Alberta’s tourism economy and create opportunities for communities.
Calmar Legion #266 – Donation Request
Council accepted as information a request by the Calmar Legion for partnership or donations in support of their fundraising initiatives and events.
Draft Town of Calmar Strategic Plan
Council accepted as information the draft Strategic Plan, which outlines Council’s strategic priorities like community well-being and recreation, growing Calmar and preserving our way of life, economic prosperity and opportunity, and communication.
4819 – 50 Street Development Permit #2026-042D
Council directed Administration to inform the applicant that Council supports the usage of the lot but would like the applicant to provide options for making the fencing more visually appealing in time for the September 21, 2026, Regular Council Meeting.
4707 – 49 Avenue Development Permit #2026-043D
Council directed Mayor Gardner to approve the development permit with the conditions as presented.
Communities in Bloom Awards Gala
Council directed Administration to purchase three tickets for Council to the awards gala. There is the ability to purchase a further two tickets should anyone from Administration chooses to attend.
2026 Alberta Municipalities Resolutions Report
Council voted to receive this report as information. There will be 20 resolutions reviewed and discussed by attendees at the 2026 Fall Convention. Each Council member will have the ability to vote on these resolutions.
Alberta Municipalities Vice President Nomination
Council approved Mayor Gardner’s nomination for the position of AB Munis Vice President at the 2026 AB Municipalities Fall Convention
Land Use Bylaw Review – Survey Results
Council received the Land Use Bylaw Review – What We Heard Report as information. Key findings in the report include:
- Clear support for simplifying the LUB. However, responses indicate that changes should be intentional and transparent.
- Cautious support for higher-density residential development. Suggestions include that higher-density residential should go near schools, recreation spaces, and in newer neighbourhoods following comprehensive planning.
- Focus commercial growth along highway corridors, particularly 50 Avenue. While a few respondents indicated that mixed-use development and neighbourhood commercial is desirable, most feel it is most appropriate along the highway corridors.
- Paying attention to the bigger picture. Changes need to be aimed at making the rules understandable and development predictable. Consideration needs to be given the existing characteristics that make Calmar unique.
Out of Closed Session
Coming out of Closed Session, Council directed Administration to focus on and advance the strategic plan, wind down the Economic Development department, and begin a transition from RRSPs to LAPP in 2027.
