Municipal Development Plan(MDP) Adopted by Council

The Town of Calmar is pleased to announce that Council has officially adopted the updated Municipal Development Plan (MDP). This Plan guides Calmar’s growth and development and reflects our community’s values, priorities, and long-term vision.
About the Updated MDP
The MDP sets the direction for:
- Housing and neighborhood development
- Downtown revitalization and land use
- Community services, active mobility, parks, and trails
- Economic development
- Environmental stewardship and infrastructure planning
- The updated Plan replaces the 2019 MDP and incorporates legislative requirements, emerging community needs, and public feedback.
How We Got Here
Over the past year, the Town:
- Conducted public engagement with residents, landowners and community
groups - Worked with regional partners and stakeholders
- Completed a draft updated MDP and posted it for public review
- Held a Public Hearing on December 1, 2025, in accordance with the Municipal Government Act
- Received and considered comments before bringing the Plan forward for adoption
What This Means Moving Forward
The MDP will guide future decisions related to:
- Land use planning and subdivision
- Infrastructure investment
- Parks, recreation, and community amenities
- Growth management and long-term decision making
All new statutory plans and amendments must now be reviewed for consistency with the adopted MDP.

Planning Calmar’s Future
As Calmar continues to grow, we’re updating the key Master Plans that guide how our town manages and expands its core infrastructure. These long-range plans help Council and Administration proactively plan for land use, development, and essential services that support a thriving, sustainable community.
In partnership with ISL Engineering, the Town is updating four major Master Plans:
These plans have not been updated since the early 2000s. In that time, Calmar has seen significant growth. The updated versions reflect today’s needs, align with current policies like the Municipal Development Plan and Land Use Bylaw, and account for future residential, commercial, and industrial development.
We encourage all residents to review the draft master plans and see how Calmar is preparing for a strong and sustainable future.
The draft plans are currently being referred to external agencies for feedback. Once responses are reviewed, the Town will determine if any amendments are needed before moving forward with formal adoption. Adoption of the updated plans is anticipated by year-end.
